Cartels are just larger more organized gangs of men that control most illegal crime and smaller gangs on their turf territory. Drugs, prostitution, protection, assassinations, kidnapping, outright thievery, home invasions, car jacking, bribes, money laundering, etc have all been committed by their members or under their umbrella.
